The short answer
Static calibration is performed with the vehicle stationary in a controlled environment, usually using precisely placed targets and manufacturer-specified measurements. Dynamic calibration is performed while the vehicle is driven under roadway conditions prescribed by the manufacturer, which may include requirements for speed, lane markings, traffic signs, distance, weather or lighting. A dual procedure requires both static and dynamic steps.
These methods are not interchangeable labels or a matter of shop preference; the correct method comes from the vehicle manufacturer's current procedure for the exact vehicle. The ANSI/AGSC/AGRSS replacement standard says dynamic calibration should begin only after the windshield adhesive has reached its minimum drive-away time. Static calibration must begin according to the adhesive manufacturer's guidance. Road or weather conditions can therefore delay completion of a dynamic procedure even when the windshield installation itself is finished. The customer should receive the calibration outcome, including any incomplete step.
